Fiscal Year 2026 Appropriations Requests

Each year, Members of Congress have the opportunity to participate in the annual appropriations process by submitting their priorities for programmatic, language, and project requests to the House Committee on Appropriations. To ensure that my requests have the greatest positive impact on my constituents, I’ve established this site to solicit appropriations requests. Please use the links below and follow the instructions to submit appropriations requests for Fiscal Year 2026 (October 1, 2025 through September 30, 2026).

Please note the deadline is 5:00 PM PT Wednesday, April 9, 2025.

Programmatic/Language Requests

A programmatic request is a request to fund a general federal agency or program at a specified level. For example: Provide $20,0000,000 for the Coastal and Ocean Data System Program.

A language request is a request for report or bill language that conveys congressional intent for funding or a program. Please note that bill language is legally binding while report language is not. For example: The Committee encourages the National Forest Service to coordinate with the Agricultural Research Service and state entities on the development of best practices for wildfire mitigation in shrublands and grasslands.

Programmatic/Language Requests can be made through the form linked here.

Community Project Funding Requests

Starting in Fiscal Year 2022, Congress reestablished a process for elected Members of Congress to request funding for specific priority projects that benefit their districts. Unlike the earmark process of the past, this Community Project Funding (CPF) process is limited to certain types of projects, barred for-profit entities from receiving projects, and established strict rules to prevent conflicts of interest.

The House Appropriations Committee has issued partial guidance for Fiscal Year 2026. This guidance can be accessed by visiting: https://appropriations.house.gov/fy26-member-requests. Please closely review that information before proceeding to this form.

Please note that Congressmember Dave Min can only submit 15 CPF requests to support local needs and priorities.

In general, CPF is restricted to state, local, or tribal governments and 501(c)(3) non-profit organizations. Projects must have documented local community support. Funding is limited to one fiscal year and cannot be guaranteed in future years. Projects must fall under eligible accounts, which may include additional restrictions that are strictly enforced for requested projects.

At this time, we expect guidance on eligible accounts and project times to remain similar to Fiscal Year 2025. For additional guidance on Community Project Funding and details on eligible accounts and requirements for the Fiscal Year 2025 cycle, please visit: https://appropriations.house.gov/committee-activity/fy25-member-request-guidance.
