Project Title: City of Laguna Beach Police Department Public Safety Equipment Upgrade Project

Amount Requested: $1,400,000
Project Description: This project would fund a Drone as a First Responder Program, as well as upgrade the City of Laguna Beach Police Department’s existing Closed-Circuit Television ( CCTV) technology system.
Explanation of Taxpayer Value: The project is an appropriate use of taxpayer funds because the Drone as First Responder program would allow trained operators to deploy unmanned aerial systems immediately upon dispatch, providing real-time video to officers en route, thereby increasing officer welfare and public safety. Additionally, modernizing its existing CCTV system will enhance visibility along the coastline, in canyon corridors, and in high-traffic visitor areas, improve crime deterrence, accelerate investigations, and support coordinated responses with lifeguards and other first responders.

Project Title: City of Seal Beach Police Department’s Officer Wellness and Resilience Initiative

Project Description: This project would fund a platform that includes specialized coaching, pre-clinical counseling, stress management training, and 24/7 chaplain support tailored specifically for law enforcement professionals. 
Explanation of Taxpayer Value: The project is an appropriate use of taxpayer funds because this investment will enhance public safety capacity across multiple jurisdictions that work collaboratively to serve the region. By supporting officer wellness and readiness, this initiative will help ensure that the officers responsible for protecting the district’s neighborhoods, schools, businesses, and major transportation corridors remain well-equipped to respond effectively to community needs while maintaining the highest professional standards.

Project Title: Irvine Police Department Technology Lab and Real – Time Cybercrimes Upgrade 
Project Recipient: City of Irvine

Amount Requested: $1,206,900
Project Description: This project would establish a centralized Technology Forensic Lab and expand the Irvine Police Department’s (IPD) Technology Unit to meet rapidly growing demands for digital forensic analysis and cybercrime investigations. A technology forensic lab investigates digital evidence from devices like phones and storage drives to help solve crimes. 
Explanation of Taxpayer Value: The project is an appropriate use of taxpayer funds because it will improve IPD’s investigative efficiency, increase clearance rates, and enhance the City’s ability to combat technology-based crimes, including cyber extortion, cryptocurrency fraud, online exploitation, and Internet Crimes Against Children (ICAC). The project is expected to significantly improve safety and quality of life for those who live, work, and travel in the district.

Project Title: Newport Beach Police Department Public Safety Enhancement Project

Project Description: This project would fund the purchase of public safety equipment, including the acquisition of BRINC Drones as First Responder drones, upgraded vehicle radios, night-vision equipment for SWAT operations, and communications gear for Tactical Emergency Medical Support medics to coordinate life-saving responses during tactical operations. 
Explanation of Taxpayer Value: The project is an appropriate use of taxpayer funds because these targeted upgrades provide comprehensive enhancements to Newport Beach’s operational readiness and public safety capabilities, ensuring officer safety, improving emergency coordination, and strengthening proactive crime prevention.

Project Title: Orange County Sheriff’s Department Patrol Boats Acquisition

Project Description: This project would support the acquisition of two new boats to replace aging vessels nearing the end of their useful life.
Explanation of Taxpayer Value: The project is an appropriate use of taxpayer funds because replacement ensures deputies have reliable equipment to maintain a visible presence on the water, respond efficiently to more than 12,000 annual calls for service, and support specialized operations such as the Underwater Search and Recovery Team. Modern patrol boats will improve officer safety and operational readiness, allowing deputies to respond more quickly and safely to emergencies, search-and-rescue operations, vessel fires, and hazardous incidents throughout Orange County’s 43-mile coastline and 151-square-mile maritime patrol area.

Project Title: Robotic Surgical Platform Project

Project Description: This project would support the acquisition of an advanced single‑port robotic research platform to strengthen academic cancer research at the City of Hope Orange County Cancer Specialty Hospital in Irvine, California.
Explanation of Taxpayer Value: The project is an appropriate use of taxpayer funds because the requested platform will enable researchers to study novel minimally invasive surgical approaches, human-machine interaction, and precision techniques in anatomically complex cancer procedures. These capabilities are particularly valuable for investigator-initiated studies examining how advanced surgical technologies can improve oncologic precision and reduce variability in cancer surgery.
